Job Title: Senior Human Resources Officer. Department: Human Resources. Reports to: Head of Human Resources. Location: Wexford. Purpose and Scope. To purpose of this role is to provide comprehensive, effective and efficient support to the Human Resources Manager in Wexford. The Senior Human Resources Officer will have the ability and ambition to act up for the Human Resources Manager in her absence and will be the number 2 in Human Resources on a daily basis. The post holder will be expected to develop strong relationships with staff at all levels across our client’s business for the purpose of delivering accurate, appropriate and timely HR support, advice and guidance – the full generalist service. The post holder will hold partial responsibility for the HR administrative and Front of House functions. Key measurable outputs to include but not limited to: record keeping, absence recording and updating HRIS as required. The post holder is expected to promote equality, diversity and rights in all actions and activities throughout the organisation. Core Responsibilities. Key Responsibilities: To fully support the Plant HRM on a daily basis and step up in her absence. Be competent in all areas of Human Resources, L&D and Occupational Health / Employee Wellbeing. Provide solid generalist advice to all line managers and employees by advising on matters of employment law, best practice and the correct interpretation of terms and conditions of employment. This will also include correct interpretation and application of HR policies and procedures, employment law and employee relations’ issues with the guidance of the Plant HRM as required. Provide advice to line managers on variations of contracts of employment e.g. fixed term contracts annualised hour’s contracts, zero hours etc. – ensuring that they have all the relevant information to make decisions. Advise personnel on their maternity, paternity, adoption rights – as well as rights under all other HR policies. Confidentially assist managers, where judgements have to be made, in dealing with HR matters such as disciplinary, capability/performance, sickness/absence and grievance issues as appropriate, including preparation for and presentation of appeals (having consulted the Plant HRM. Act as the investigating officer at investigations prior to disciplinary and grievance hearings taking place. Ensure meticulous planning in line with due process, natural justice and procedural fairness. Oversee the coordination of maternity and expiry of fixed term lists with the HR Advisor. Undertake retirement and exit interviews as required. Co-manage, advise and support managers on recruitment and selection, ensuring full compliance with equal opportunities and associated employment legislation. Fulfil a panel role when required to be part of the interview or assessment centre process. Advise on job descriptions and person specifications in liaison with line managers, offering advice and practical assistance, ensuring that they are compliant with the job evaluation policy. Be responsible for the production of job adverts, both internal and external, as well as the advertising of these through agencies, newspapers or other sources. To be conscious of the advertising budget, and record costs in order to monitor this. Undertake research on policy development to support the Plant HRM. Monitor and work with Managers on absenteeism and wellbeing matters. Further work with Managers on long term sickness cases and endeavour to resolve cases in the most appropriate and effective manner. Review short-term sickness absence and undertake relevant interventions, including referrals to Occupational Health and graduated return etc. Assist and support the Site Training Manager with the launch and roll-out of the newly designed programmes as required. Ensure that manual and computerised data is managed within the requirements of the Data Protection Act. / Upcoming GDPR etc. Compile accurate and timely HR KPI reports as required by the organisation. Ensure that accurate reports are maintained and analysis completed on Protected Characteristics. Support the organisation in its journey towards “Investors in Diversity Ireland” accreditation. Have the flexibility to travel to other offices across the UK/IRL Cluster as required. Support in the day-to-day supervision of more junior members of the HR team. Hold full responsibility for your own CPD by keeping abreast of new developments in terms of legislation and best practice; attending training; networking; CIPD events etc. Promote equality, diversity and employee rights & obligations in all actions and activities. Demonstrate the behaviours, ethics and integrity required of an HR professional at all times. Any other ad hoc duties as deemed reasonable by the Head of HR / business / department. Qualifications. Third Level Qualification – Essential – Degree in related discipline such as Human Resources, Employment, Law, People Management etc. Leaving Certificate – Essential – Leaving Certificate minimum requirement. Accreditations – Essential – Accreditation associated with discipline – Ideally Grad CIPD but working towards MCIPD.
