Senior Health & Safety & Environmental Officer. Mission of the Role. Senior HSE Officer with a passion for Health, Safety & Environment in a Manufacturing Environment. You will need to demonstrate management skills which show you can take ownership of the organisations Management Systems, the Safety Roadmap, Safety Targets & KPIs. You will need to demonstrate a drive for results, pragmatism, problem solver, great interpersonal skills, creativity and pro-activity to help influence key stakeholders. To ensure the highest HSE standards for the operation of facilities and the protection of our colleagues and stakeholders. This is an ideal position for a candidate who is seeking to grow and develop within a fast-paced high-volume site and company. Main Responsibilities and KPI’s. Take ownership of the organisations Management Systems. Promote safe systems of works in line with Company standards ensuring that safety is placed at the fore of all undertakings by the organisation. Contribute to the development of Company’s strategic plan to deliver Health, Safety, Environmental & Security improvements in line with the organisations targets and objectives. Ensure that the appropriate arrangements are in place to implement Site Health, Safety, Environmental & Security policies across the entire factory. Monitor, evaluate and review HSE policies and practices, make recommendations and implement new policies and procedures as required. Carry out HSES inspections and audits to check policies and procedures are being properly implemented and produce reports that suggest improvements. Lead and support initiatives to raise awareness and drive a positive culture around HSES within the Company through positive affirmation of behaviours. Promote and champion the organisations Safety Behaviour Programme. Lead and partake is HSES Committee meetings based on HSES performance at site level. Lead Group information sharing and best practice training through formal and informal routes. Implement a robust incident management policy including incident investigation (5 Why Analysis. Coordinate dealings with enforcement agencies and external bodies including the HSA, EPA and Insurers with incidents and accident investigations as required. Review risk assessments on high level risk areas and data from accidents and advise how risks could be reduced further. Advise the Executive Team on the implications of current and emerging health, safety and welfare legislation, including evaluating options, making recommendations and generating actions plans to ensure compliance. Support managers and employees to maintain safe systems, providing specialist advice, coaching and practical support where required. Advise on matters of associated legislation, best practice and the correct interpretation of the HSES workplace standards. Ensure routine HSE activities and checks are carried out in accordance with legal and corporate requirements. Improve the health and safety culture, through training and awareness campaigns. Undertake any other associated duties which may occasionally arise. Behavioural Safety Programme. In consultation with our HSES Manager support the evolution and coordination of the site behavioural safety programme. Monitoring Performance of Site Behavioural Programme. Drive the development of a strong safety first culture inclusive of all colleagues and contractors. Project design & Delivery. As part of a wider project team assist and manage the delivery of key projects that have an impact on site objectives. Safety Projects Delivery (Various – including 12 Safety Basics, LOTO, Contractor Management, Emergency Response, Hazardous Environments (Chemicals, Hazardous Gas, Atex, Confined Space); Manage the delivery of key safety projects that have an impact on the site objectives. Plan the projects from beginning to end delivering on key target dates. Specifically on: • 12 Safety Basics; • Lock Out Tag Out; • Contractor Management; • Emergency Response; • Hazardous Environment; • Job Safety Awareness Cards; HSES Management System. Support the key deliverables as per the WISE² Roadmap (Health & Safety) and the Nature Roadmap in accordance with the Safety & Nature Corporate Business Fundamentals. Regulatory and Corporate Compliance. Advise the Executive Team on the implications of current and emerging HSE legislation, including evaluation options, making recommendations and generating action plans to ensure compliance across the organisation. Ensuring the site is in full compliance with regulatory and corporate guidelines. Monitor HSE training needs and assist with the identification of training needs. Develop internal training programmes, organise external training to the appropriate standard & maintain records. Support compliance with the Company Risk Management System. Administrate, Monitor and Calculate HSES Performance. Monitor & calculate production operations performance and adherence to guidelines/policies as established by the organisation. Track quantitative and qualitative measures of HSES performance. Incident Investigation and Close out. In conjunction with Front Line Management to Coach/Guide/Advise in Accident/Incident Investigations and ensure preventative measures are put in place. Carry out HSES Risk Assessments and audits. Completion of HSES risk assessments, implements controls, and maintains safety statement and risk registers. Prepare mitigation plans to address risks raised, which could include process modification, changing SOP's, training etc. Company Manufacturing System. Embody the principles and philosophies of our client’s Company Manufacturing System on a daily basis through practicing, participating, owning and cascading the key principles (zoning, SIM (Short Interval Management), problem solving, continuous improvement etc.) Hold full responsibility for your own CPD by keeping abreast of new developments in terms of legislation and best practice, attending training and networking, etc. Promote equality, diversity and inclusion in all actions and activities. Demonstrate the behaviours required of a HSES professional at all times. Any other ad hoc duties as deemed reasonable by the Management Team. Knowledge & Experience. • Full HSES remit. • Excellent knowledge of HSES legislation. • People management. • HSES Systems Management. • Project Management (end to end from inception to delivery. • Policy research and development. • Experience conducting thorough risk assessments. • Experience of working with Senior Managers. • Communicating complex and sensitive information. • Sound problem solving skills. • Ability to meet deadlines and work under pressure. • Working in a multidisciplinary environment. • Experience of providing accurate HSE advice. • Team working and personal impact. • Broad range of IT skills. Qualifications and Technical Knowledge. • Relevant Third Level HSE qualification. • Minimum 5 year’s experience as a Senior HSE Officer in a fast paced environment with demonstrable and transferable skills. • Working knowledge of Irish H&S and Environmental Legislation and regulations. • Proficient in the use of MS Office tools. • Proficient numerical ability to record, interpret and analyse key process data. • Proficient written, numerical and verbal skills. • Proven experience developing and writing health and safety statements, policies, procedures, etc. • Demonstrable experience of conducting risk assessments and accident/incident investigations completely aligned to the HSES standards of best practice and legal compliance. • Demonstrable experience of accurately and successfully advising Managers on a wide range of Health and Safety related matters (local and organisational. • Capability to collect, analyse and disseminate data for HSES Reports and KPI purposes. • Excellent problem solving, administrative and organisation skills. • A demonstrable ability to communicate effectively both in writing and verbally. • Proven ability to prioritise and work on your own initiative whilst respecting boundaries. • Ability to deal with deadlines and conflicting priorities.
